Job Summary 

Odyssey House Louisiana, Inc. is seeking a full-time HR Director to provide clerical and administrative support to the Human Resources Department. The schedule for the position is Monday-Friday 8am-5pm; after-hours, weekend, and holiday work hours are expected. The Human Resources Director is responsible for managing all human resources activities within the organization while remaining in compliance with state, federal and local regulations.  The Human Resources Director must provide strong consultative skills and assist employees and management in all aspects including but not limited to employee relations, interpreting company policies and practices, recruitment and selection, investigations and benefit administration.  The Human Resources Director will also share the mission, vision and goals of the Agency for all programmatic areas of the agency. 


Responsibilities and Duties 

It is the duty and responsibility of the Human Resources Specialist to: 

  • direct and oversee all employee benefit programs which includes medical, dental, vision, short-term/long-term disability, life insurance and 401k plan;  
  • manage HR Department 3rd party administrator contracts with Gillis Ellis Baker and Acuff & Associates (benefits programs), TASC (ERISA compliance), Netchex (COBRA compliance), and UTCA (SUI tax analysis and benefit charges); 
  • direct and implement compliance with and/or reporting of HR law, COA, HRSA, and LDH licensing; 
  • interact frequently with agency executive management, directors, managers, and employees to provide guidance, information, and to facilitate the resolution of issues; 
  • apply knowledge of Human Resources principles and practices, including agency, state and federal laws applicable to work performed by the agency;  
  • consult employment attorneys as needed at Kullman Law regarding employee issues to minimize liability risk; 
  • develop HR Policy and Procedure Manual and Employee Handbook for the agency; 
  • collaborate on a strategic level with executive management on a variety of Human Resources and business-related initiatives to support organization and operational goals; 
  • direct internal and external recruitment efforts: background checks and the pre-employment process for employee and contractor candidates, and new-hire HR orientation with employees; 
  • edit, maintain and update all Agency job descriptions as needed; 
  • manage and administer leaves of absence, transfers and promotions; 
  • oversee and monitor the disciplinary process; 
  • monitor and coordinate all Worker’s Compensation claims; 
  • coordinate all agency drug testing;  
  • conduct and report on all internal investigations; 
  • coordinate training and development for all staff as needed; 
  • monitor salary/grade levels for competitiveness in industry and fairness in company; 
  • manage the performance appraisal system within the agency per the Wage and Salary Administration policy; 
  • maintain employee records per accreditation, licensing, and credentialing requirements as well as HIPAA law; 
  • track and ensure documentation submission of all annual employee health and safety per the policy (Subsequent Annual Tuberculosis test, CPR/First aid training); 
  • develop and maintain all Human Resources reports (i.e. Manpower, Turnover, Workforce Assessment); 
  • create and maintain Employee Recognition Programs; 
  • implement and maintain Employee Satisfaction Survey; 
  • monitor and coordinate all employee off-boarding; 
  • create and direct HR department auditing procedures; 
  • create and implement HR department strategic plan; 
  • reconcile HR related invoices and draft and submit requisitions to Accounting; 
  • attend and participate in Risk Management, IT Steering and PQI meetings;  
  • supervise and develop HR Department staff;  
  • perform other duties as required. 


Qualifications and Skills 


Minimum qualifications include the following: 

  • Bachelor’s degree in Human Resources or related field 
  • 5-7 years Human Resources experience 
  • Professional experience in a fast paced, mid to large sized company with ability to multitask 
  • Experience in handling internal investigations and handling EEOC charges 
  • Experience developing Human Resources programs and policies and procedures 
  • Knowledge of various local, state and federal laws 
  • Ability to assess areas that need improvement and act independently to implement programs and policies to improve efficiency 



Preferred qualifications include the following: 

  • Master Level Degree with a concentration in Human Resources or related field 
  • PHR/SPHR and/or SHRM-CP/ SHRM-SCP certification
